The Mid-Cherwell Neighbourhood Plan Forum Partnership have today signed off on a new Constitution that formalises the cooperation of the parishes and partner entities in the Mid-Cherwell area. The Constitution sets out the purpose of the Forum Partnership, which is to prepare a Neighbourhood Plan that promotes or improves the social, economic and environmental well-being of our area. It also sets out powers and responsibilities, which include conducting surveys, collecting information and disseminating results, organising events, and working with groups with similar interests.

Membership of the Forum consists of Full Members constituting representatives from the Parish Councils or Parish Meetings, and Associate Members, who are representatives of organisations as agreed by the Forum. The Dorchester Group and Heyford Park Residents Association are Founding Associate Members.

The Constitution also sets out the role of an accountable body appointed to be responsible for holding funding on behalf of the Forum and for employing staff. The Executive will continue to steer policy and general management, including the Officers of the Forum, consisting of a Chair, a Vice-Chair, a Treasurer and a Secretary. Furthermore, the Forum has appointed one of its Full Members as the “lead Parish” to meet the requirements of Neighbourhood Plan legislation. The Constitution also allows for Sub-Committees, to conduct particular activities or services, and here members of the public may be co-opted to assist.

The first AGM, at which the Constitution was adopted, was held on 9th March 2016.
